This paper seeks to offer an alternative perspective on the issues of changes in policy regime and firm-level technological capability development. The paper draws on a sample of 46 firms, local firms and TNC subsidiaries located in a developing area of a large late-industrializing country: the Industrial Pole of Manaus in Northern Brazil.
