The Southern African Customs Union dates back to 1910 and is the oldest surviving customs union in the world. The Agreement was first renegotiated in 1969 to adapt to the changed economic circumstances of the time.
A second renegotiation round took place during 1991, but was unilaterally suspended by South Africa. South Africa again initiated a third renegotiation round during 1994.
After almost five years of renegotiations, the other customs union partners (Botswana, Lesotho, Namibia and Swaziland) may rightly ask the question: "How serious is South Africa to conclude a renegotiated Southern African Customs Union ?"
