The report assesses South Africa's economic performance between 2002 and 2007 and conducts a cost-benefit analysis of the various government industrial support measures since 1994. The report also investigates the key investment incentive programmes which absorb the bulk of fiscal resources allocated to industrial policy. The report concludes by determining whether government's industrial and trade policies, programmes and projects have been effective or not, since 2003 and over the 15 year period under review.
